Overview
Consumption Rationing Trading System is proposed as an alternative system to our current market economy, and aimed at satisfying economic freedom in a more harmonious and balanced way. The key idea is that if the wealthy voluntarily share their wealth to benefit the poor, the market economy would be both healthy and efficiently maintained, while consequently improving the overall distribution in wealth and growth.
The Brief
REVERSE CULTURAL ENGINEERING ‘What really good artists and designers do is to create a new model for a possible world, and possible bits of worlds.’ To analyze, deconstruct and rebuild an existing product, system, experience or service and recreate with an alternative set of conditions. The project will start with you analyzing your chosen thing. Through rigorous research we would like you to get into your system. Think about the nature of it, what it does? What are its values? Why does it exist? What is its history and context? Think macro and micro. Once analyzed, you should know everything there is to know about it. We will ask you to present your research to Platform 13. How might you do this? Slide presentation? Diagram? Site visit? Video? Performance? What ever suits best to communicate your chosen analysis and deconstruction. Once you have analyzed and deconstructed your chosen subject, you will start to rebuild it. Here you will think about why it needs rebuilding and develop a specific point of view. These will inform your conditions. Your conditions could be real or speculative, but will be relative to the research and analysis you have produced. Your final outcome, ready for the interim show in December might be a public or private intervention, an installation, a reworking of an existing product/object, the proposal for a new system. Think how best your project will be communicated within the context of the show.

Unfortunately it seems that the world capitalism system feeds on wars in some places on the globe, and the competition among individuals became more intense. Bipolarization resulted from the limitless competition has devaluated the dignity of the human being. Exhaustion of natural resources and destruction of natural environment is under progress, and the life of commoners is expected to fall down lower. The society came to need a system which can provide reliefs to the commoners. Without a new system, the world is likely to become desolate, and would not be able to sustain itself persistently. No one can expect to know when the social discontent may explode into social uproars. However, the question is how to build a safety system to rescue these people and the falling society. However, socialism, which preaches everyone's welfare through equal distribution, is not a solution. Regardless of either an individual, a corporation, or a nation, one can expect a desirable future when it develops through competition. While socialism ideology ended in less than 100 years, capitalism system, said to be cold-blooded, enjoys its longevity. It is largely owing to free competition. No growth comes without competition. A recently held communal capitalism symposium suggested a clue of a solution. 'Communal Capitalism' was proposed as an alternative to satisfy economic freedom and economic justice in harmony under capitalism system based on market economy. The key idea of communal capitalism is that if the wealthy voluntarily share and donate their wealth to benefit the poor, the market economy would be healthily and efficiently maintained, and the pie for everyone will grow in the long term, eventually improving distribution in growth. The wisdom not to just regulate and criticize the wealthy, but to let them share their wealth is in demand. However, how to enable voluntary donation of the wealthy is a question. Machiavelli once said 'human desire is endless.' Humans live through limitless competition, being loyal to their nature. Without defying the competition system, can't we recover humanity? Hereby, I would like to propose Consumption Rationing Trading System as an alternative system.

Consumption Rationing Trading System is a system combining Emission Trading and Food Rationing - which was practiced in several nations during the World War I - in a complementary way. Each individual can consume only 200% of its nation's GNI. For example, in case of the U.K., whose GNI is $40,000, each individual can consume only $80,000 amount. However, the wealthy class will likely to feel suppressed by $80,000, and want more consumption. In that case, they can purchase Consumption Limit Coupon from people in need, and then can consume in such amount. Consumption Limit Coupon is to come with nation-wide publicity by the government and is to sell at a significantly low price of one hundredth of the coupon's allowed consumption value. Therefore, the possibility of causing speculation or investment is very low, and it can be accepted as a culture. However, Consumption Limit Coupon is also a kind of wealth. Therefore, it may have a variation of its price according to the principle of market economy. This will become a new paradigm to entrust market economy with the task of socialism system.
1. An individual has a limit in one's own consumption. Government-supported Consumption Rationing Trade Bank can issue coupons, cards, and accounts. The bank distributes Consumption Limits equally to individuals once a year through their accounts. (People under 16 receives half value of the Consumption Limit, and their parents or patrons take the responsibility of their use of Consumption Limit.) 2. Consumption Limit can be traded legitimately. 3. Markets, shops, and advertisements to trade Consumption Limit are established. Investment by the ups and downs of its price is allowed. 4. As a result, the government can reduce taxes related to social welfare. Reduced taxes in turn facilitates consumption. Thereby, domestic economy is activated. At the same time welfare finance is expected to move constantly from the wealthy class to the poor class. Revenue from trade of Consumption Limit can be used by the poor class at their will. (By far as they have received welfare support in the form of products and services, they had much limit of its utilization.)
